Not necessarily. A human contracting foot and mouth disease was last recorded in 1966 or 1967. The reason why foot and mouth disease rarely affects humans after eating infected beef/meat is because foot and mouth strands, by and large, do not tolerate the stomach acid that we humans possess well.
However, I would NOT recommend trying this feat out. Don't eat infected meat so that 'rarely' won't ever happen to you.

No I don't think so. It is dangerous because of it's rapid spread amongst cattle and the debilitating effects.
