Haven't you heard the adage: Much ado about nothing! :) however the fanfare is a modernized version of the old startup sounds which also helped in diagnostics and were called AUDIBLE DIAGNOSTIC CODES. e.g. if you heard 3 short beeps and saw nothing on screen then probably the display card had given up.

The mini fanfare is also the triumphant trumpeting of the computer screaming "I have successfully started - I have survived" - overcoming the most difficult boot-up time during which most failures occur.

Yes you have if you can get your computer to boot back up.
You should also celebrate that by making a song to go with it.
Something like : Hail to the computer who did not lose my files and the stuff I was working on. Hail and keep My docs and music uncorrupted. Woohoo.
I thought every one did that already. lol
