You have to go online with WiFi at least one time to enable the Flash Player. You can try the following type of locations, libraries, schools (high schools & colleges), Starbucks, McDonald's, other local stores or restaurants.

just go into your settings and enable it. you dont need internet to do that.but theres no point for the flash if your not gonna use the internet.
