It is a Koki'o Ke'oke'o Hibiscus from Hawaii.

It looks like a white hibiscus. They come in many colors: reds, pinks, oranges, yellows, etc. They are in the Malvaceae family and are hardy perennials. Take a look in the "Sunset Western Garden Book" at any bookstore or home improvement store and look under the Common/Botanical name "Hibiscus"

Looks like hibiscus. There are a few that are fairly similar so would need to see the leaves, stem and height to make a positive i.d.

For my money your best bet would be to go to Smithsonian.com and ask them. Seeing as how they have categorized everything on the planet, d*mn near, I would think they would have the answer. Good Luck.
You might even be able to contact the Library of Congress' website at loc.gov and ask this question and see if they can help.
