Clinton--but Suthrnlyts makes a good point, that he had to work with the Republican congress, and them with him, to make it happen. It's disengenuous to say that it was all the work of Congress or a previous administration. If you read George Stephanopoulos' account of his time working in the White House, the chapters about how hard the White House worked for those last few votes is actually pretty gripping reading! But it's also true that a President cannot manage such a feat alone.

Actually, shockingly, Clinton.

Reagan was a great president, but he won the Cold War by outspending the USSR.

Bush Jr has increased the federal debt more in the past 5 years than in the previous 15 before that.

So, it's actually the Democrat that has done the least financial harm -- which is scary. But that's mainly because he was willing to work with the Republican-led Congress to keep a close-to-balanced budget.

Clinton, a conservative democrat had the cooperation of a newly Gingrishized, and therefore close to real conservative congress. It was conservatism all around.

Under Reagan you had the talk of conservatism, but it was really corporatism.

Under Bush Sr. you had what you always get when spooks run government. Nothing good...

Ronald Wilson was as fiscally conservative as anyone, but he had a cold war to fund and when he got to the White House and we were way behind in 1980

It takes years for the effects of a president to fully take place. Clinton was riding Reagan's coat tails the whole time.
Please tell me what Clinton did to balance the budget?
One thing, he got voted in at the right time. No matter if Mickey Mouse were president at that time he would have got the credit.
