If your friend is under professional category and holding a valid residence visa of Saudi Arabia then he does not require a prior visa to visit Dubai. He will get the entry visa upon arrival at Dubai airport. As per Saudi immigration law all the expatriates are required to get a re-entry visa while going outside to the Kingdom, whether to visit other GCC country or their own country.

it depends on his nationality. However, let him go to the embassy on Riyadh, they will issue him a GCC visit visa. It is usually processed with 48 hours. However he need an authorization from his employer to be attached with the application.

Sabihan mo mga kaibigan mo na ibili ka nalang nila ng Visa by way of resorts or commute companies sa Dubai. Yun ang mas madali on your case. Ayos ba?
