I had a red-eared turtle once, and he developed moldy looking stuff on his eyelids. My vet contacted Texas A&M, and they told him it was a vitamin deficiency. I think it was Vit E, but I really can't remember. He gave my turtle a vitamin shot and it cured the problem. Take your turtle to a vet, and if he doesn't know, ask him to contact an amphibian specialist.

I think turtles can get funguses. Take it to a vet who deals with reptiles, or at the very least, go to a pet store that deals with them and ask them about it. Taking a picture would be a good idea. They may have meds there that are appropriate.

before anything get a profesional to get a look, may I recomend a person at petco. They will give you a diagnosis and recommendation for free (they are professionals and I personally trust them more than any old vet).
