As the expression stands
x+4 is the answer but if there is more like X+7-3=0
then x= -4
Please note the difference between evaluate and simplify.
with what you gave we can not EVALUATE x, we can only SIMPLIFY it. if the expression given is equal to something then we can evaluate and find a value for the unknown x.

or
x+7 = 3
Both are the same, as when you add 3 to the first equation on both sides, you get the second equation.

Are you suppose to mean x+7=3 or x+7-3=0?
If it's the former, then x=3-7 = -4
If it's the latter, then x= 3-7= -4
Both happen to give same results!
