Some of the Zoom modems, and maybe others, had a feature called Channel 2 that would let incoming calls break the internet connection. But it required that you have call-waiting on your line. I used that for a while until I got broadband. I don't think it supported dialing out while on line.
If you're in any area served by Verizon or AT&T, by all means get DSL. It starts at only $15 per month and AT&T even has one service for $10/per month, but you have to ask them about it.

On a tipycal telephone line you cannot use the dialup and phone in the same time beacuase the dial-up connection works like a call, you call a computer and the data is transmited throo that call ... and you cannot make 2 cals in the same time. But you can contact your telephone line provider and ask for a isdn line , this way you can use dial up, voice, fax etc in the same time.

You might need two phone lines. One line is for your computer. I did this for several years before I went to a cable.

Look for a program called internet answering machine. I used it before I got DSL.

Not that I know of - that's one of the reasons why I dumped it and went cable -- that, and the fact that it was so sloooooow and sometimes shut off in the middle of a download.
