Hey,guys,I had this strange doubt....?

Question

I have heard most of the deaf peoples speak.But how can they learn to do it??
This maybe the wrong category,but i feel i will get more answers here!so,hope you guys excuse me.

they learn by reading lips and touching someone else's throat to feel the vibrations... or feeling the air coming from the speaker's mouth. though when they speak, they (may) sound a little different but enough to communicate with others.

they may have gone deaf after they learned to speak.
