Someone who just keeps going and standing back up after being knocked down. Maybe a little worse for wear, but sticking to the original destination.

The phrase is frequently used to describe someone in a sporting event or other activity who is injured but continues to fight.

To me, it's a poetic, romanticized phrase to indicate bravery and self-sacrifice of someone fighting for a cause.
Or, a veteran.
