There can be very subtle and slight changes in your bettas color over time, but nothing drastic If you are seeing a rapid color change in your fish odds are good something is wrong.

If you bought your fish from a pet store, he is no longer a baby. His colour should stay the same for awhile unless he is a marble betta, in which case he will change colours several times throughout his lifetime. If he is not a marble betta, his white colour should remain until he is very old, at which point it may change again, depending on the individual betta.

Before you put your new betta in the same tank your previous fish died in, you should rinse it out with a mixture of one part vinegar to three parts water, just to rid the tank of any bacteria or parasites that might have caused your previous fish's death. If your tank is a cycled tank, you should test for ammonia, nitrites and nitrates using a test kit from your pet store. Only put in your new fish when ammonia and nitrites are down to 0, and nitrates read less than 40 ppm.

Generally, by the time the fish are in the store, they are in their full coloring.

If by "tank" you mean a cycled one with a filter, so long as your cycle didn't crash, you're fine unless the betta died of a disease. Test the ammonia, nitrites and nitrates, they should be 0ppm, 0ppm and less than 40ppm respectively. If the betta died of a disease, you'll want to be prepared to hop on medicating your new guy the moment you see any signs of that disease on him.

If by "tank" you mean a bowl or other unfiltered, uncycled container, then you should have emptied it out and wiped it out as you would for a water change.
