Find a respectable little bar and become a regular there. If you put your time and money into the place, you will eventually get jorenkyuku status and be invited to the joint's hana-mi party etc. etc. It doesn't have to be a expensive place, just the type of place where they have edamame, beer, music and a steady clientle. You don't have to go every night, but try to go on the same night each week at around the same time. Choose a spot that relates to an interest of yours. I've been from everything from a deadhead bar to a rugby football hangout, to a drag racing theme place (there was a funny car in the bar-no joke) in Japan, so there's something for everything.

always there is something common between people despite differences so try to find it out
i know it doesn't seems easy to make friends from japan but try to be kind you start by asking simple questions that every body know how to answer it .it may take long time just be patient

join forums in japan, look up classified ads, there are usually alot of japanese people looking for foreign friends.. just google search it. you'll find all sorts..
