The story line is about a man who looks after the Presidents missle launch briefcase and these people are try to kill him and get the brief case.

Could be any of the above,but I thought i'd add Peacekeeper (1997) starring Dolph Lundgrun.
Probably loads more though.

I know "Ronin" had a plot quite similar, but it was set in France. A lot of Peugeots and Citroen cars had been wrecked in the chase scenes.

I distantly remember watching this - the one where they are on a plane or a boat or something and the Chinese steal it - sorry but i have no idea of the name!
i think its based around the nuclear football or the button as its sometimes called!!!
