If your mom went to the US on a fiance' visa, and her new husband stated on the immigration forms that he wanted you to join them in the US, and you are at least 16 years old, then you will have no problems.

If you are under 16 when you go, your biological father will have to give his permission for you to go.

If you were not included on the visa application of your mother, and not issued a visa when she was, then yes... you will have problems.

The US embassy in Kyiv does not issue tourist visa's to single girls above the age of 16 unless they are going to the US to study (and it is arranged through a Ukrainian and US university). If you want to move there, you will then fall under the rules of immigrating as a family member, which entails applying for a visa and waiting... usually 4-5 years.
