Try going to the main train station (Hauptbahnhof) or to the visitor's center for each city. They usually have great guides (in multiple languages) for the region, and sometimes for all of Germany. The train station may also have English newspapers.

In most tourist cities, there are bookstores/trinket shops all along the walkingstrasse that cater to tourists. They will usually have guidebooks. If all else fails, you can go to the airport, but they are likely to be high priced.

For English travel guides you can look before you come, but many stores now seem to stock the Lonely Planet series, in English and the best you can get.
All mayor bookstores in Germany (and most of Europe,) have some books in English.
