Is there a great need to "sand" the deck? if you could just turn the boards on the "bad ones" up side down and leave the rest, you could save money in repairs and time.
Power washing does a real good job and is quite fast, the time period is the wait for it to dry, then spray the stain on.

In a trial test on this method, we did one side with turning the boards and it took one day with drying, the other guy took several days and cost twice as much with, the same results but, that's up to the individual.

It depends on 1.) The size of the deck
2.) The condition of your deck. eg. : light wear, wood showing, or rough grain of wood exposed with many areas of mold, moisture, and previous product used, chipping and peeling. 3.) What type of job you are looking for?

What I mean by that is, typically, a person that does general maintenance repairs will offer you different options on how long you want it to last and whether you want to use the top products, (which costs more), or the lower standard to those products. Do you need this done in a hurry? Or do you have the time and money to do it correctly? There are too many veriables to consider when doing any kind of paint or satin job. It's very hard without seeing the job site first. Because every single job is different! But if you want a ball park.....figure per 100sq. feet of decking, (not including railings and posts), anywhere from $400.00 on the low end, to 1,200.00 on the high end. Also depends on where you live! (weather is a factor)!
