Need a track record in sales to begin with. Then you need the ability to lie well. You must be able to smile warmly at a person while stabbing them in the back.

As for what a Sales VP does, they spend most of their time blaming. People, things, life, etc. anything bad they will find a way to blame on something other than themselves. The converse goes for credit; they will take the credit for anything.

Most sales people do not lie. Every article, book or conference I've ever gone to makes it clear that lying is just plain stupid.
After 35 years in sales (Business to Business) I can absolutely tell you that I've met 3 "liars" vs. hundreds that didn't.

Now to answer your question.

VP of sales title usually requires sales experience. The balance of requirements depends on what's being sold.
I used to sell "Radio Communications Systems" (not cellular).
We were trained on the job (I was in banking prior to that).

A VP of Sales can have different responsibilities depending on the company.

In some companies every sales person is a VP of Sales. In others they can be next in line to the CEO. So what "they do" is really dependent on the structure of the company.

The VP of Sales, heads up the salesforce. They come up with compensation plans for the salesforce in order to meet the firm's objectives. For instance, if there is one product line that you want to push, you can compensate the salesforce more generously for selling it.

The VP of Sales will usually go out with salespeople to support them on large or prestigious accounts.

The VP of Sales is the person that rallies the troops, motivates salespeople to sell more and makes sure that they have the tools they need to do so.

You need to have sales and sales management experience.
