I don't drive so haven't encountered this behaviour.
However I cycle a lot, with in the ear headphones and BBC radio 4 on my tiny radio, and I don't turn it down while seeking an address, I can't imagine why drivers would do so, unless they are talking to someone within the car, or illegally on the mobile phone.
If I needed to ask someone something, I would just take one headphone off one ear.

you can concentrate better and so that if the person in the adress sees you can starts shout after you, you can hear him, but if the radio was on high volume you will just drive past them.
also if a little kid runs on to the road and you are looking for an adress and your head is looking out of the side window you could hit the kid and get your *** sued off

you can't concentrate with "That's right, if you act now, you'll get the best price on a chevy" blasting in your ear. I read meters and when I get back in the car, you can Guarantee a phone # of numbers going across the radio, as I'm trying to write down the numbers in my head, that I just read.

Its something to do with concentration. I done it many times. One day I turned the radio off because I was reading my txt message. Funny but true.

So, you won't be distracted and maybe you can actually find it easier. Either that or you think the houses are whispering their numbers and you got to be quiet so you can hear them.

Just in case you see someone and need to ask them directions, you'll be in a better position to hear them.
