It is a little bit more complicated than that.

For example, In the early days of the one child policy farmers who had a daughter were allowed to have a second child.

On the other hand people who work on the grand canal were allowed to have as many children as they like.

In country areas there are style large families and little control.

Twins are not a problem. The second child was never taken away. The Chinese people are not completely stupid.

All that happens if you have more than one child (not twins) is that you have to pay a fine (more like a tax). Most richer families in large cities have familes of 2 or more.

On the other hand, I have a friend who was abandoned as a child by her parents because she was a girl, and there are reports of forced abortions in small country towns as government officials try and get their birth rates down to get promotions. But that sort of thing is illegal.

Yes, sometimes they do. I heard a radio story on NPR a couple weeks ago about how some women in China--who were close to full term pregnancies--were taken to the hospital and had forced abortions performed on them. I can't even imagine how devastating.

Although the Chinese government itself has been softening to the One Child Policy, there are still provinces and areas where the party officials are forcing abortions, sterilizations, and giving children up for adoption. Most of the time, families just pay a fine for a second child, but occasionally it ends in heartbreak.

Edit: As to the thumbs down person, I provided the journalistic evidence, are you arguing with the people coming forward to say they had forced abortions? Are you calling THEM liars?

I read an article on this subject a few years ago. In the article this Dr talked about how if they found out you already had one child at the time you were having the second one than they would kill the baby as soon as it was born. I was extremely saddened about this. The doctor in the article was working to change this practice. I am not sure if she succeeded but I do know at one time they did kill the 'extra' babies. Horrendous, I know.

The short answer is no.

Officially, in China, if you have one child more than you are supposed to, you will just get a "maintanence fee", which I believe is paid on a regular basis until the child is a certain age.

This has led to many parents killing first-born babies if they are 'unsatisfactory', in order to have another. Often they will kill a first-born if it is a female, because the only way to carry on the family name is with a male baby.

However in some urban areas it is more strictly regulated, with forced abortions and extremely rarely infant executions.

If you do have more than one they will make you pay a fine which is THOUSANDS of dollars.
And if they know your pg with a second child they will offer to pay for an abortion.
