Kind of a hard question to answer. A lot of countries keep detailed weather records so it's possible to say which was the driest year in Germany, the wettest in Australia, the stormiest in Canada etc but these records aren't combined in such a way as to give an accurate worldwide picture.

There were some dry years in the middle of the 20th Century when many countries recorded less than average rainfall. In recent times there have been some very wet years and in many countries this year has been the wettest on record so far. Similarly, recent years have tended to be more stormy than those further into the past.

Perahps you have specific countries in mind, if so it would be easier to provide a more accurate answer.
