It's not something I've ever witnessed and don't think I'd really like to. I love wild weather conditions but within reason. Things like extreme cold and the like don't bother me as it's possible to protect yourself but in the face of an approaching typhoon there's not a lot you can do other than hope and pray.
As for swimming in the floodwaters - there's usually a whole load of stuff in there that you really don't want to go swimming with.
