Placid is a valid answer: pleasantly calm or non violent; unruffled; tranquil; serenely quiet or undisturbed: placid waters. Stagnant is likewise valid: no longer flowing or working, as water, air, and so on. besides the fact that stagnant water has a tendency to be foul smelling and frequently times black or a minimum of very dark.
