You can try and clean the fan blades up with a brush, probably clogged with dirt. Otherwise, the bearing might be wearing so you can simply change to a new and quieter fan - there are 4 long screws that hold it onto the heatsink and a little power cable that connect to the motherboard.

Gently clean the fan. with a Q-tip to get all the dirt off. If it's clean and still making noise,it should be replaced before the CPU burns out from too much heat.

CPU's have a thermal cut back no longer a temp comtrol so it operates usual continually as long as temp cut back isn't reached. If reached it is going to close down no longer decelerate remember nonetheless that grimy followers and so on. do draw extra ability and that GPU's can sluggish at severe warmth

Remove the fan and clean it. After cleaning gently peel off the label in the center of the fan and apply one or two drops of a light oil, this will lubericate the internal bearing. Wipe off any excess oil and restick the label on.
I do this to noisy fans and they last a very long time, I use one drop of 3in1 oil.

Replace the fan. Take your PC to a computer shop and they can do it for you. They don't coast to much.
