That would depend on how much the temperature would change from what it is now, but there's really now way of knowing this exactly. Air flow in the room will make the change faster than if the air was still, a filter or a bubbler in the water may increase the speed. There are just too many variables to predict.

It will change by morning, if you're not in a hurry to have the tank at any certain temperature. If you have fish you want to add, you can run hot and cold tapwater to make a temperature that's suitable without waiting to the water to change on it's own (at least for freshwater). Just remember to add the conditioner to treat for chlorine or chloramine, whichever your water company uses. If you're doing saltwater and are using only cold water to mix (or have started with only cold water) you can heat some warm water and put it in a clean bottle (capped) and float this in the tank to warm the water there up, or use refrigerated water to cool it down.

Actually it may take longer then 24 hour's depending on how cold the water was, and how warm the room is 24 hour's is a estimated guess, in all actuality you need to buy a aquarium thermometer and watch it until it comes to the desired temperature your looking for.
