Yes that is absolutely normal, it shows that it is ready to mate, but also that he's happy and healthy

That's awesome, it means you are taking excellent care of your Betta and because of this he wants to mate.

I just leave the bubble nest alone, after a few days though I have to skim the top of the water to remove the film from the bubbles. Mine is in 2 gallon filtered tank, I just add more water to it.

Yes, it is normal.

However, this does not necessarily mean that it is time to mate your betta. Betta breeding is a very complicated process, and takes a lot of time, research and money. Please don't breed your betta unless you are willing to invest all of these things in the process. You might also want to consider how you are going to care for hundreds of bettas after that.
