Yes they can.

When they ask you to declare it, you sign a form giving them permission to check your records.

It depends how long ago your first time at uni was. There's usually a question about this in the application form, think it whether you've started a previous course within the past 5 years. Do NOT lie...it will invalidate your application.

Just declare it. You just may have credits of courses you completed at another university that (are accepted) you can use in your new direction, and not have to repeat them. I would also check for programs that give credit for life experience, university without walls, there are also CLEP tests you can take, if you are returning to school and want to cut the time to complete a degree. Talk to a university counselor.

They can find out through financial aid and from the entrance exams. Don't fail to declare prior educational work; you could get expelled if they discover it in any way.

If you received federal financial aid they will find out, so declare it! If not, it is best to declare it anyway. Usually they are pretty sympathetic to someone changing directions in life. If you don't declare it and they find out later, they will not be happy. I had a student dismissed from a program for this very reason.
