Okay, well... Is the wine documented? I mean the cashier ringing it up, the mistake, etc.? Your employer has no right to withhold pay at all, he has to either deduct the cost and give you the check or just give you the check. I think he legally has 30 days to pay you either way. You can take him to small claims, and if he can't prove you owe for the wine (the judge will most likely call it in your favor anyway, employees make mistakes) then the check is yours, no problem there.
In the mean time, DON'T SIGN ANYTHING HE GIVES YOU if the 50 dollars is subtracted. By signing, you would be acknowledging you owing him.

Depends on the documents you signed upon hire. If you did not sign anything that states that the company can do this, then no ... they can not withold payment of wages for losses.
There seems to be more to this story then we are hearing though. Two sides to every story.

you need to check the terms of your employment and how deductions from your check can be treated. In any case, your final earnings will be included in taxable earnings and you will owe taxes on them. This will be reflected in your W-2 that you receive next January (2010). Seek answers from a labor attorney or the personnel manager as to your rights and obligations.

When you filled out the ticket, did you write it as glasses or bottles? If you wrote as bottles, then certainly it would be the cashier's fault. If it is not your fault, then report him to the Labor Board. They will get your money and your job back, fast.

Witholding a paycheck is illegal, if he feels you owe him money, he can take it to court. Talk to your local labor board.
