Yes, if we connect them by saying that he went into fairly unchartered territory in terms of using unusual instruments and arrangements - both albums are examples of the artist "pushing the envelope" when it comes to their music. The instrumentals on "Low" are probably as painstakingly crafted (thanks to Eno) as the complex stuff that Brian Wilson delved into on "Pet Sounds".

The only difference is that the Beach Boys probably knew they had a surefire commercial hit on their hands. Bowie, on the other hand, has always laughed at the sales figures of "Low"!
