Well that would mean that there is a 30% chance that will rain, so a 70% chance that it will not.
I would tend to think that it is not going to rain.

Often the forecasts err on the side of caution and the reality is that there's a less than 30% chance of rain. It doesn't mean that it won't rain just that there's not that much chance of rain.
If we look at it a different way - if the forecast for each day next week was for a 30% chance of rain then the odds are that it would rain on two of the seven days and be dry on the other five days.
Of course, forecasts aren't always correct. Weather is complicated and things can change quickly. Within a short space of time of a forecast being issued things can change, this is where the internet is useful as forecasts are often more up to date than those on the TV or radio.

Well i remember about a couple of years ago the news said it would be cloudy, rain was at about a 10% anyway that night it stormed like there was no tomorrow there was thunder and lighting hail heavy rain freezing cold winds. On the news they were even surprised anyway when it was all over they called it the 100 year storm. This happend in So Cal. I'll never forget that night the news screwed up.

When a weather forecaster states "thirty percent chance of rain", he is saying that by analyzing his charts and maps, rain will be falling over thirty percent of his forecast area during the forecast interval. It does not necessarily mean that the probability of rain hitting any one spot is exactly thirty percent. The topography of the land and water can affect if rain will fall at any one place.

yes,according to my calculation,in ur question u jsut only asked about the precipitation of unknown people,it depends about the people & the surrounding,big population high temperature,low pressure then its only 50%chance of rain.
