I suppose, but I mean, they can't really put no pants, since some women wear dresses and that'd be kinda unfair to not serve them. But really though, it's the general idea of being decently clothed when a person goes to a restaurant, plus Shirt, Shoes & Service is like alliteration and Pants would throw it off! :P
Like, the restuarant doesn't HAVE to serve that person, it's at their discretion, but believe me, a person could probably sue and win the case for not wearing pants somewhere and being kicked out.

No Shirt, No Shoes, No Service is just a catchy way of expressing health codes. The restaurant can refuse service at their discretion, or if someone is violating a health code.

No pants would be okay if one is wearing boxers, guess it would not look too bad. Then again someone is gonna call 911 and off they go to the jail house or mental institution. Exposure of wearing no pants in a restaurants is unsanitary.

You know what? I just ask someone that exact question yesterday. Weird, huh? I don't think you can go in b/c it could be considered "indecent exposure." That's the only reason I could come up with to explain why they wouldn't include pants on the sign.

I wear shorts all the time. Pants are not a requirement for service.

No, they dont. The signs werent created with the thought that people walk around with no pants on in the summer(or shorts) people walk around barefooted, and guys with no shirts on in the summer, they dont walk around with no bottoms.and if they did, they would be allowed to kick them out.

The pants are implied - however, they still might have a valid court case if denied service.
