First of all, Harry has no money to pay a plastic surgeon, though he has plenty of money to pay a surgeon in the wizarding world. And in the wizarding world there is no need of a plastic surgeon as wizarding doctors and nurses could simply use magic to remove scars. Madame Pompfrey simply pointed her wand at Hermione's teeth after they'd been struck by the engorgement charm in order to shrink them. In the muggle world she'd have had to see an orthodontist to fix the problem and they'd probably have pulled her teeth.
Secondly, Harry's scar wasn't a regular scar, it was a magical scar. Meaning that he recieved it because magic had been used against him. Had Voldemort cut him with a knife, then the scar could be removed. But it seems that scars or wounds caused by magic or certain magical creatures can not be removed or healed. Bill was mauled by Greyback while he was in human form and he'll always have the wounds the werewolf gave him. Because George's ear was severed from his head by magic there was nothing that could be done for him to heal it. Harry's scar is unlikely to be removed even if he wanted it to be.
Finally, Harry's tried combing his hair but it always resists being combed. His aunt tried numerous times when he was younger to cut his untidy hair, but it grew back to where it was within a few hours. It's unlikely that if Harry attemtped to dye it that it would stay dyed for more than a few hours.

With the scar, you have a story. Before you decide what to do, check out a plastic surgeon who is board certified and make an appointment. Go over carefully what surgery would do for you. It is bound to leave a scar which is smaller but I don't think it can be erased entirely. It does make you look sort of scary (especially with the sleeveless shirt and the muscles), but you seem like a likable guy who is reasonably sensitive by the way you write. My advice is to check it out and then wait a while. It is still surgery which always has a failure risk. You might even want a consultation with two different surgeons. Check them out very carefully. Doctors can do plastic surgery without any specific training because of their license. Be sure to go to a person who is board certified and does this exclusively. Make sure you look at pictures of before and after of his patients. Ask about the failure rate, the worst case scenario, then decide. You can always do it later on. You are pretty good looking. Why mess with the best?

If I had to guess, it was put there by dark magic. If you remember in The Order of the Phoenix, they had a really hard time healing Arthur Weasley's wounds because they said they were magical or something. A scar given to someone via one of the darkest curses backfiring, I would suspect, would be impossible to heal
Plus, who would pay for his plastic surgery? The Dursley's? lol

As Dumbledore said, scars can be very useful, and this is proved when Harry uses this connection in many instances.
And besides, who knows what disasterous effects could have happened from performing surgery on a cursed scar that was made from very dark magic.

Voldemore would have recognized him, no matter what, hands down. This guy, you might forget, was one of the most diabolical wizards of his time- that's not an easy title to earn. Magic can't be hidden.
Harry's scar is of a magical curse, which can not be removed, although it can be depleted of its magical properties, as seen with the last line of the last book.

As Dumbledore said in the very beginning of the series... even if he could do something to remove the scar he wouldn't... because scars can be useful things.
besides... at times throughout the most recent book Harry did use disguises to hide his appearance from Voldy and the Death Eaters.
