well i dont kno what exactly you mean by top, do u mean most selective? or most academically challenging? it depends, from my personal expereince and when thinking of selectivity the ones that come to mind are

1. Cornell
2. Julliard (hardest school to get into period, more so then harvard)
3. Columbia
4. University of Rochester
5. Ithaca College

We're talking top ten percent of ur graduating class and atleast a 3.5 gpa. altho not always they make exceptions.

I'm going to say Cornell University is probably the best. It is part of the Ivy League.

Other than that, the CUNY system.
