If you honestly haven't gone through puberty you should go to a doctor. Some men naturally don't grow much hair. If you feel like you need to have more hair, talk to a doctor, because there is actually hormone therapy for that. However, a lot of girls don't like to give you a hug and feel a mat on your back. If you're just asking because you think your penis is too small, its almost definitely not!

Sorry, Joshua, puberty doesn't have much at all to do with the growth or size of your penis. There's no pill or medication that will specifically make it grow, either. Essentially, you pretty much get what you get--- what you might be concerned with is whether or not you achieve erection when you're sexually stimulated---there is some temporary growth connected with that, but don't expect a miracle.
You might want to chat with your doctor about your concerns--there could be some hormonal problems that are involved that might respond to medication.
