If you realllllly want to get specific, the link you provided does not put Cheney in the executive branch. It actually makes a difference between Cheney and the executive branch: "The Cabinet includes the Vice President and the heads of 15 executive departments..." If you know anything about grammar that "and" actually separates the "executive departments" and "the Vice President."
Your webpage says that Cheney is a part of the Cabinet... It does not say that the cabinet is a part of the Executive branch, either. It says that many of its members are part of the Ex. branch, but it does not say all of them are. And since Cheney's first responsibility is to be the head of the Senate, which is a part of the Legislative branch, I'd say he has a good case for declaring he's not part of the Executive branch.
But that's only if you want to be truthful and honest and specific. And we all know you don't want to get specific. You just want to bash... So bash away, just at least admit to yourself that you're wrong so you can sleep better. Inner turmoil causes insomnia!

The Vice President is in charge of the Senate, and his Paycheck comes from the Senate,, so he might have some legal standing to argue that he is not part of the Executive branch.
I do believe he should be forced to revel his spending, but I also believe his argument is correct. While Cheney is the essence of a slimeball politician he does deserve the protection of the constitution.

The Vice President is in a unique situation, under the constitution, he is a member of the legislature (President of the Senate), when acting in that position he is not a member of the Executive Branch, you can check this out for yourself.
When he is not performing those duties he can be a member of the executive branch, I think what you are questioning is the records which congress wanted to see, these rules never did apply to either former or current President of Vice President.

He remind me of Dan "I can't spell potato Quayle. He isn't part of the legislative branch because he wasn't ELECTED by the people which is a characteristic of the legislative branch. He was appointed by the electoral college and he does not serve the interest of a particular state. You have to love these Bushites they never stop stirring up controversy.
