There are a lot of programs that will do this. Google "Willow Talk" or simply check out the Microsoft Speech tools available with WIndows.

go to control panel, click on speech, and hit the "preview voice" button, then you can type stuff into that open line and that voice will say it, and you can change the speed of the voice
