why not? Its a cartoon after all. a fantasy. and most young male's fantasies include big boobs
and yes. not all anime boobs are big.
the perverted anime is called hentai,
and almost all hentai artists are male.

Not all of them are, but...
I think it has something to do with the art style too. You'll notice this happens a lot less in anime where the art style is more realistic, and less about the "big eyes". But as for the "big eyes" style....just how else do you plan to show that someone is a grown woman and an adult? If every female character has a face like a five-year old (check) and the frame rates are too low to really animate a woman's walk (check), how do you show, in that art style, that someone's grown up? ^_^ Ok then.
But seriously, odds are a fair bit of it is in fact "fan service" or done on purpose to please the "crowd" or the "typical viewers" who are presumed to be guys. It used to be that whole genres of anime were like this, that there were "super girls" types of anime (for example: _Bubblegum Crisis_) or "upfront" types (for example: _Maburaho_, which seems all *about* the busty magical schoolgirls).
Any more though people seem to really *pass on* the really silly, bouncy types of anime. Maybe it's because the artists in Japan are experimenting with more and different genres (types of story) and art styles.
But that still doesn't mean you can't find all manner of oddity on this internet....if you have a high-speed connection and no guilt about the *torrent* business that is.

Because for the most part anime caters to a male audience. And, well, a lot guys like to look at big boobs.

Because our culture thinks it's sexy. I think whoever is attracted to that crap is a major pervert. I mean if you can get off to cartoon characters there is something seriously wrong with you.

NO OFFENSE to anyone, but Japanese women don't tend to have big breasts, so that's what the artists would love to see so they draw it up
