It very well could. You know that terror alert system with the different levels of preparedness for attack (Low, Guarded, Elevated, High, Severe)? Well, it seems to have absolutely no purpose, but if the alert ever gets to severe, martial law essentially comes into effect.

Marshall Law is military rule and however the military wishes and needs to keep the peace. There is no set of laws that are enacted under marshall law. I would expect a curfew for all citizens, frequent check points on roads, National Guard federalized and called to duty.....etc
We would not have Marshall Law because of a terrorist attack. unless it was far more severe than 9/11. Perhaps if a nuke were detonated in NYC, marshall law would be enacted there. It's actually more likely to happen with another Katrina situation.

Of course we will. Marshall Law will consist of a 10PM curfew for everyone under the age of 21. Just joking! I don't think we could ever have Marshall Law in the US because we don't have enough law enforcement to enforce the law and the jails and prisons are all overflowing so there is no place to incarcerate. I think if terrorist attacks continue whether here or abroad our economy will buckle and leave government vulnerable to a takeover. Just my thinking. No, I'm not a terrorist.

If the terror attack is a nuclear explosion large enough to shut down the usefulness of the civil authorities in some area, say New York City, yes; marshal law will be declared in that specific location until such time that the civil authorities can recover.

Most likely it will. Especially if Bush is still in power. The American Galactic Republic will become the Galactic Empire overnight. Hitler moustaches will be the height of fashion and the atomic mushroom clouds will sprout faster than real mushrooms on a humid August day.
