Like many have said, the chain from the handle to the flapper is probably too long. Shorten it.

The other possiblitly is the flappers design or condition.

The flapper stops the water in the tank from draining into the bowl until the pull chain lifts it out of the seat. When pulled up, the flapper kind of looks like an upside down cup with air trapped in the cup part. It is this air that keeps the flapper up floating until enough water has left the tank to make the flapper fall again. Some flappers (in poor attempts to save water) are made with a small hole in the cup part that allows air to escape and therefore the flapper falls earlier allowing less water to to exit the tank. If this is the case, buy a new flapper that does not have this little hole in the cup part. I have done this many times and it has worked every time.

Even without a manufactured hole, if the rubber of the flapper is breaking down, there may be many small crack that the air is escaping through. If your hands are covered in black debris from handling the flapper you may want to replace it with a design that does not have a hole.

It sounds like you have to shorten the chain a little. This chain connects the flush handle to the tank stopper. Like someone has said, shorten the chain some, then try to flush again. When you flush, the tank stopper should remain in the upper position untill the tank is empty. If you need to, keep shorting the chain a little at a time between test flushes untill the stopper stays up during the flush. If you shorten the chain too much, then the stopper will not seal the flush hole and the tank will not fill. Next, You said the bowl only fills about 2". While the tank is filling, look inside the tank and you should see a very small tube dispencing water. This small tube should be positioned so that the water is going down the overflow tube. Water going down the overflow tube is what fills the bowl to the proper level. If this does'nt help, email me.

Take off the lid to the tank. Look inside. There should be a chain or adjustable cable that connects the handle with the flapper valve. You need to shorten the length a bit. Not too much otherwise it will stay open. It is a trial thing. Shorten some and try it and watch inside. Just as the water in the tank nears the last inch or so, the flapper falls down over the hole and the tank refills.

The flapper in the tank is not staying up long enough. Adjust the chain/strap that lifts it so it "just" allows the flapper to seal. If you are holding down the handle and it is not flushing enough water into the bowl, I would say the water level in the tank is not set properly. It should be 1/2 to 3/4" below the overflow tube.

You probably have a newer 'low' water type toilet.
They use less water and you have to hold the handle down to the count of 5 to have complete emptying of the tank.

Check the length of the chain inside the tank - if it's too long, it won't work correctly.

The handle is not pulling the flaper far enough,try a new handle or bend the rod up or try anouther hole in rod.

Chances are the float in the tank is defective or needs adjustment. You can visually check that yourself. Replacement kits aren't that hard to install for the average homeowner as well.
