Just by asking this question says to me that you have some self esteem issues, so that's what you need to work on in order to even form a band. I don't know where Denton is, I'm assuming the UK. If you can't find people to jam with, go where you can meet people, like the nearest city. But I'd be surprised if you can't find anyone where you are right now, because people in the middle of nowhere are just as diverse, if on a smaller scale--and what else have they got to do?

If it's something you love to do, then no, you're never too old.
And to the "person" that said "30 is probably too old"... well, I'm 43, and I play not only in a very successful pop punk band, but also in a h/c punk band and rockabilly band.

You're the perfect age. Find someone to drum, bass,and secondary guitar. Can you sing? Me I like girl singers like Joan Jet, so that's like a rock/metal voice. so ya make an album sell some on EBay or just around locally to people that like that type of music. But you also need some recording equipment call people that could sponsor you and help you along your journey and save for proper recording stuff

go for it try to find people that like that style. if you cant, find something you an agree on and make your own style of mixing things. 9 times outta 10 you will like what you make. plus it gives you a more original sound if its a mix of things. Im in a band that is mixing ska, punk, and rock. so its not really one genre but a good chunk of everything is in there. thats what i would do, its more fun that way

i dont believe that 22 is too old at all.. I think 30 would pro. be.
Anyways. you can use Craigslist.org to try to find people to form a band with. http://geo.craigslist.org/iso/us/tx (denton, texas, right?) and try to find the closest city, then look under and post under the "talent" section.

NO! do you know how many bands have ppl in there 30 40+
youdeff and not to old....but when you first start out i woud suggest just having fun with it and not having really high expectations for publitcity...but im sure there is at least 1 person out there that would listen to your music.good luck!
