because two wrongs don't make a right. but i agree that the best idea would be to keep Iraqi Parliament in session and send U.S. Congress on a two year vacation.

Because Bush is used to giving orders to Congress, and thinks they are completely subservient to his unilateral will.
And so far, there doesn't appear to be much to challenge that conclusion....
But also see Article I Section 3, where the president "may, on extraordinary Occasions, convene both Houses"...

Bush can't tell the Iraqui parliment to staay in session.
And... if he did... they would just tell hm no.
However... the US Presiden CAN set some conditions on the Congress going into recess... Within the limits of his authority under our constitution.
Try paying attention in you High School social sciences classes.

Because Bush is having one of his trademark temper tantrums when he doesn't get his way. Basically Congress isn't going to roll over and be his obedient rubber stamp, so he acts like a spoiled 12 year old.
