Because it's easier to place BLAME- than to accept the reality that bad stuff "happens" (plus it makes better "copy" and more "news" for the Media to report).

Media likes to think it is protecting the interests of the public by exposing (or creating the illusion of) wrongdoing and incompetence. It also keeps the story going until something better comes along.
