Red blood cells pick up more oxygen in the lungs when the oxygen concentration is higher in the lungs than in the RBC.

Red blood cells give up oxygen to the body when there is a higher concentration of oxygen in the red blood cells than in the body.

So it's from high to low concentration, and that's passive.
