No why would it? That's silly. If anything it would prevent unwanted pregnancies in the first place. I knew a young woman who didn't have access to birth control, thus got pregnant and then decided to have an abortion. If she had easier access to birth control, she would have used it.

Because it doesn't pay for elective medical procedures, but it provide for preventative care -- including preventing pregnancy in the first place.
