It's a general term used to refer to any drugs listed in MLB's Joint Drug and Prevention and Treatment Program agreement, which was agreed upon by MLB and the players' union.
There are several 'normal' drugs listed under the "drugs of abuse and steroids" section - cocaine, LSD, marijuana, opiates, Ecstasy, GHB, PCP and ephedra. They also make it clear that any "analogs" are included, to cover spinoffs like crack.
The steroids list is too long for me to cover quickly, but it lists 45 specific steroids, including HGH. For a complete list of all banned substances, check out pages 3-4 of this document:

stimulants are as simple as pseudophedrine, the cold medicine.. because it increases the heart rate which increases the blood flow which increase oxygen to the muscles.. pseudophed is a banned substance for international hockey, as well as olympic competition.. I don't know if pseudophed is banned in MLB
It can be as simple as that.. or more profane, like amphetamines
