Nero Claudius Caesar Drusus Germanicus, was the fifth and last Roman Emperor of the Julio-Claudian dynasty. Nero was adopted by his grand-uncle Claudius to become heir to the throne. As Nero Claudius Caesar Drusus, he succeeded to the throne on October 13, 54, following Claudius' death.
Nero ruled from CE 54 to 68, focusing much of his attention on diplomacy, trade, and increasing the cultural capital of the empire. He ordered the building of theatres and promoted athletic games. His reign included a successful war and negotiated peace with the Parthian Empire (58–63), the suppression of the British revolt (60–61) and improving diplomatic ties with Greece. In CE 68 a military coup drove Nero into hiding. Facing execution at the hands of the Roman Senate, he reportedly committed forced suicide with the help of his scribe Epaphroditos.
Popular history remembers Nero as a libertine and a tyrant; he is known as the emperor who "fiddled while Rome burned" and an early persecutor of Christians. These accounts follow the histories of Tacitus, Suetonius and Cassius Dio along with a number of early Christian writers. However, some ancient sources also indicate that Nero was quite popular with the common people during and after his reign Some modern historians question the reliability of ancient sources when reporting on Nero's alleged tyranical acts.

Titus Flavius Vespasianus because he restored the senate and peoples Faith in the Emperor, stopped Rome from becoming bankrupt, stopped the civil war of 68AD, conquered the south of Britain, built the Colosseum and made Rome great again after being ruined by Nero.

Augustus or Trajan. Augustus formed the Roman Empire and he became a merely ruler. Trajan ruled the empire collectively because it became at that is top of glory. The eastern Roman empire became no longer in all likelihood Roman. while the western Roman empire fell (or it may be reported while the final emperor (Nero) of the line of Augustus died), Rome died. The eastern Roman empire did no longer proceed Rome's legacy yet supplanted it.

Sulla, he took over Rome as Emperor and then long after he had quieted things down he gave up his power and this restored the republic. The bad thing is that by him actually coming into Rome he sat a precedent that Julius Caesar would follow and then things went down hill. Octavian (Augustus) was good as well, he unlike Sulla did not do as much killing to get rid of his political enemy's. Yet he also did not give up his power unlike Sulla.

Octavian (Augustus), because he brought an end to the chaotic Republic. I also like the Gracchi brothers because they tried to bring about serious land reform.
