How do you become that all powerful person?

In every town, big or small, there are men or women, and sometimes a group of them. You know these people because they are the people who are connected to seemingly every vain that pulses in your community. They hold no special title or honor; Yet nonetheless they are the ones who run the show. THey remain behind the scenes, but nothing goes on without their knowledge or approval. And they get whatever it is that they want from anyone.
People like this exist, I have seen it where I live and it is very clear to me that it is happening in every town in America. my question is how do these people attain the power that they have? Is it honest hard work and good moral character that makes people listen to and respect them? or is it something else at work?
I have never been a believer in secret societies or underworlds. Yet I am seeing for the first time clearly that either these things exist, or people are becoming VERY lucky for no clear reason. Can you help me?

It is a matter of connections... networking.

Dad was a chiropractor... Mom was a senior district supervisor with the phone company... before they retired.

My parents could move into any town, and within a couple of months know all the top people in town... mayor, police chief, newspaper publisher, most of city council... you name it.
He was active in Moose lodge, Rotary, AARP, his church, and a couple of the charity food pantries. This was throughout their professional life and also after they retired and moved to a small town in central Texas. Dad brought a lot of creativity to the workings of a small town government.

Back before they retired they were active in several motorcycle clubs, both for recreation, travel and for networking. They did a lot of charitable events, too.

The people Dad went to high school with became Houston's top politicians, lawyers, cops, judges and so forth. He routinely called in markers to keep my hoodlum kid brother out of jail.

If you want influence, become a force for creative good.
