A F1 car hits 300 kmph in 8.4 seconds. Thats an acceleration of 9.92 m/s².
We can use S= ½ at² for getting the displacement in this time. (9.92 x 8.4 x 8.4)/2 = 350 meters.
So in 8.4 seconds the F1 beauty covers 350 meters. Now a ¼ mile is 402 meters. 300 kmph means the vehicle covers 83.3 meters every second. Assuming no further acceleration, to cover the remaining 52 meters we will need 0.6th of a second. Adding up, we get a 9 seconds result.
As these beasts can accelerate beyond 300 kmph, its safe to assume that it might be even less.

Various magazines etc. have tested F1 cars over the years, as I recall they're usually in the 8.5-9 second range. You might pick up a half-second or more by replacing the road-race tires with drag slicks, but then you'd start frying clutches and breaking axles.
Pro Stock cars run in the 6s, with 1500 hp (considerably more than current F1 cars), loads of torque, and huge sticky slicks.
The four-second answer is wild-eyed fantasy. Top Fuel dragsters need all of their 4000-5000 hp to get into the fours.
Formula One cars are amazing machines, but their suspensions just aren't designed for drag-race style linear acceleration. They sure can corner, though!

One thing you guys didn't take into consideration, is that there are no turns on a drag strip, so there's no way a F-1 car could navigate it. The driver would be lost, and have to stop to ask directions. You'd be able to measure his 1/4 mile time with a calendar.
