Fertilized eggs will be clear to amber colored while sterile eggs will turn white within a few hours.

It sound like the eggs are being fertilized. Fertilized eggs are translucent sterile eggs will turn white eventually. If the fish continue to eat the eggs remove the parents or move the eggs to a separate tank. Keep an aerator near the eggs to insure water circulation.

Others' responses provide sufficient information to your answer, however you may want to consider holding off on allowing your budgies to breed and rear chicks until you are more thoroughly informed and prepared for such an endeavor. If you were to allow the birds to continue incubating the eggs they currently have, there is a chance you might not be able to provide the care needed for the resulting chicks to mature into healthy birds. I would advise you to shoo the female off the nest and remove the eggs. Place the eggs in a freezer for 30 minutes to an hour, then remove them, allow them to warm to room temperature, and then replace them in the nest. (You could also just switch the eggs out with look-alike fakes and dispose of the real ones.) The female will continue to brood them, though no chicks will develop from these eggs. In the meantime, read up on how to rear budgie chicks, create a care-plan for yourself to follow in raising them, and assemble all necessary supplies for doing so. When you're ready to go, remove the dead eggs/dummies and your birds should soon lay new eggs to replace the ones they seem to have lost. Good luck.

Everybody here has already given good advice. The only thing I can add is ,I have had pairs that ate their eggs and I have found if I cover the tank and not disturb them , they don't do it. A young pair ,that has never raised babies is more likely to do this. I usually leave the parents with the babies till they are free swimming, about 4 to 6 days. Sometimes the parents move the babies to another place after hatching , try to give the fish all the privacy you can and you will have better luck. after they become free swimming, take parents out and feed baby brine shrimp till they can take fine powdered fish food. Good luck !

i have been doing some research on angelfish and this is what i found....you can either feed your fish little but more often so they will be less likely to eat there own. you can put another fish in the tank that is laid back and will not attack. they will be more focused on protecting there young then they are in eating them. and as one last effort you can make your own hatching tank. it's really easy-look it up and it will show you how. you will have to take the eggs out and put in a different tank till they hatch and feed them till they are big enough to put back in there old tank... there is A LOT of work that goes into trying to hatch angelfish right
