"In his remarks, Bush coupled his demand for legislation with a threat. He said would veto any bill by the Democratic-led Congress that his intelligence director deemed unable "to prevent an attack on the country."

50 USC 1802 -- "the Attorney General may authorize electronic surveillance **without a court order** under this subchapter to acquire foreign intelligence information for periods of up to one year"

The primary limitation is that the wiretap "cannot acquire the contents of any communication to which a United States person is a party" -- meaning it must be a foreign (not domestic) communication.

So, exactly what more laws do we need when the AG can already wiretap legally any foreign communications....?

Bush vetoes any legislation that he doesn't like.....or at least threatens a veto which usually causes Congress to stall on the issue. It's Bush's way or no way......kind of like a communist regime. He threatened a veto on the child health care act here recently, but too many republicans jumped on board and would override Bush's veto......one down, thousands to go.

wasn't it 6 years of Bush with not one veto against the Republican congress, and as soon as the Dems take over vetoes are flying like mosquitoes around a hot smelly swamp?
